Rate Bush as US president

Abysmal

Worst President Ever. More impeachable than Nixon. He involved the USA in two counter-productive wars that have done nothing to increase the security of America. To the contrary, they have served more as a recruiting campaign for the terrorists groups.

In addition, he wasted the budget surplus he inherited when taking office.

After 9/11, the USA enjoyed the sympathy and support of much of the world. The illegal and aggressive action of the wars and public statements ("you're either with us or against us.") squandered that good will, as quickly as he wiped out the budget.

He has turned the USA into a police stare and discarded constitutional protections against illegal search and seizure, right to privacy and the Constitution itself. "It's just a goddamn piece of paper."

Mostly he has only guaranteed record profits for companies such as Haliburton and his oil industry friends. If there has ever been a worse President for the USA, someone make a case for it.

Now, US signed for Kyoto. There isn't any clear reason(written) to rate him to be the worst president in the history.
